LIC. #1335 Apri121, 2006 Mr. Thomas Paschke Planning Director City of Roseville 2660 Civic Center Drive Roseville, MN 55113-1815 Re: Supplemental Interim Use Permit Information 'I�vin Lakes Redevelopment — Phase One Dear Mr. Paschke, The purpose of this letter is to provide additional information relating to our application for approval of an Interim Use Permit for the Twin Lakes Redevelopment project, as follows: Purpose: Twelve buildings and the surrounding paved areas will need to be demolished as part of the redevelopment project. Concrete and asphalt demolition material can be recycled by crushing the removed materials and utilizing the recycled material as a quality road base. Recycling is an environmentally sound construction practice. It allows for the reduction of demand for new aggregate, re- use of valuable materials, reduces waste stream to landfills and reduces hauling on-off site. If concrete and asphalt demolition materials were hauled off=site, approximately 4,300 truck trips would be generated to and from the site via Cleveland Avenue, County Road C, and County Road G2. Redevelopment StaQinQ: Redevelopment of the site will begin with the demolition of the exisring buildings, grading, and remediation. Building demolition will begin in May and June 2006 and continue throughout the summer. As demolished concrete and asphalt are collected, they will be hauled from the building demolirion site to the stockpile in the crushing staging area. Crushing of the stockpiled material will commence upon completion of the anricipated 2006 building demolition —late fa112006 and winter 2007. Crushing activities are anticipated to last approximately five weeks and should be completed by February 10, 2007. Hours of Operation: This type of crushing operation typically involves a minimum 12-hour workday. If requested by the City, crushing operations could be restricted to Monday through Friday, between 7:00 a.m. to 7:00 p.m. with no weekend crushing activity. Late falUwinter crushing activity is preferred, as it is easier to achieve quality standards by crushing cold concrete and asphalt. In addition, noise impacts are reduced in the colder months, as windows are typically closed. Late falUwinter crushing will require libhting the recycle plant and staging area. For this site, crushing contractors have indicated a preference of implementing one crushing cycle.
