a. The temporary recycling of former structures and parking loUroad base material <br />shall be only from those structures, roadways and parking areas contained within <br />Phase I of Twin Lakes. <br />b. The contractor selected by Roseville Twin Lakes LLC shall erect silt fencing <br />around the periphery of the parcel as a"best management practice" to contain <br />potential stockpile erosion in the event of a rain storm — said erosion control plan <br />to be reviewed and approved by the City Engineer. <br />c. Water and other dust palliatives shall be used to control dust from trucks on <br />unpaved roads and during the crushing/recycling operation and as required by City <br />staff. <br />d. Street sweeping shall be used as necessary or as required by the Public Works or <br />Community Development Department (per the City Street Cleaning Policy — <br />attached) to prevent dirt from affecting adjacent roadway surfaces. <br />e. Truck hauling of material to be recycled and later used as fill and roadway/parking <br />lot base material shall utilize an interior road system where/when possible to <br />minimize traffic impacts on County Road C, which interior road shall use dust <br />agents or be watered as necessary. <br />f. Hours of operation shall be limited from 7:00 .a.m. to 8:00 p.m. weekdays and <br />7:00 a.m. to 7:00 p.m. on Saturday. <br />g. The Interim Use Permit shall be allowed for a period of one year (May 2006 to <br />May 2007) unless otherwise requested by Roseville Twin Lakes LLC three <br />months prior (February 22, 2007) to this expiration date. <br />h. Site configuration of the INTERIM USE shall be consistent with the site plan <br />dated May 3, 2006. <br />7•4 PLANNING COMMISSION ACTION: <br />7.1 On May 3, 2006, the Roseville Planning Commission held the public hearing regarding <br />the INTERIM USE PERMIT requested by Roseville Twin Lakes LLC pertaining to a <br />temporary concrete and asphalt recycling operation at 2814 Cleveland Avenue. <br />7.2 At the hearing the City Planner provided background information on the request and a <br />recommendation, and showed video of a recent crushing operation (from the previous <br />week) that occurred on the former Ramsey County Public Works site at Interstate 694 and <br />Rice Street in Shoreview. <br />PF3717_RCA_052206\ Page 4 01' 8 <br />
