4.0 REVIEW of REQUEST: <br />4.1 Roseville Twin Lakes LLC has a pending purchase agreement for the property located at <br />2814 Cleveland Avenue; they desire to utilize the former American Semi parcel east of <br />Cleveland Avenue and south of County Road C2 as a temporary concrete recycling site <br />affiliated with the Phase I Twin Lakes redevelopment project. <br />4.2 The submitted narrative identifies the proposed use as a staging yard. Concrete from <br />adjacent parcels within the Roseville Twin Lakes LLC redevelopment area will be hauled <br />to the American Semi parcel and stockpiled (byproduct such as rebar is stored for later <br />recycling). Recycling machines will then crush the concrete and pavement, distributing <br />into separate piles. <br />4.3 This temporary use (recycling of concrete and bituminous pavement) is an effective and <br />efficient process to deal with the existing structures and paved surfaces that currently lie <br />within Phase I of the redevelopment project area and can reduce the time that trucks are <br />hauling, the length of trips and fuel used on this project. <br />4.4 The American Semi property is located in the southeast corner of Cleveland Avenue and <br />County Road C2, and the INTERIM USE will have minimal impact on the surrounding <br />properties and uses. The Veritas structure lies directly west and approximately 475 feet <br />away, while there are no residential uses within 1,100 feet of the site of the proposed <br />temporary use. <br />4.5 Truck hauling activity will be provided internally and via County Road C2/Cleveland <br />Avenue. <br />4.6 This request is similar the Shafer Contraction IUP on the triangular Meritex parcel along <br />Walnut Street, which was approved by the City Council. <br />4.7 Section 1012.09A states: The City Council may authorize an Interim Use Permit of <br />property. Interim uses may not be consistent with the land uses designated on the adopted <br />Land Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. <br />4.8 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits. <br />In reviewing Interim use Permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety, <br />and general welfare, a�id that it will not impose additiona: costs on the public if it is <br />necessary for the public to take the property in the future. <br />PF3717_RCA_052206\ Page 2 of 8 <br />
