4.0 REVIEW of REQUEST: <br />4.1 Jim Alexander owns the parcel at 920 Parker Avenue and desires to move the existing <br />home and detached accessory building from the property and begin construction of a new <br />home and attached garage in the same general location. Mr. Alexander is requesting <br />approval of an tUP to create a temporary living quarters on the property that would <br />remain until occupancy of the home is permitted. <br />4.2 The application to support this request indicates that the temporary living quarters would <br />include a 30 foot self-contained camper that would rest near the existing utility pole <br />(connecting to electric and cable) and the allowance of a storage unit (POD) adjacent to <br />the camper. The temporary use would be in place until November/December 2006. <br />4.3 The Alexander property is zoned R-1, Single Family Residence District, with a <br />Camprehensive Land Use Map designation of LD, low density Residential, which <br />designations do support temporary uses. <br />4.4 Historically the City has worked with property owners on new construction projects <br />where existing homes remain until the replacement home is completed enough to allow <br />occupancy — then the original structure is demolished. The process to allow a temporary <br />living quarters (camper) on the premises while construction of the principal structure <br />occurs is not uncommon, but is a use that has not been considered recently in Roseville. <br />4.5 The Community Development staff recalls working with the Roseville Mobile Home <br />Park on similar instances - where by motor homes would be parked temporarily in the <br />parking area adjacent Lexington Avenue for periods of time. <br />4.6 Section 1012.09A states: The City Council may authorize an Interim Use Permit of <br />property. Interim uses may not be consistent with the land uses designated on the <br />adopted Land Use Plan. They may also fail to meet all of the zoning standards <br />established for the district within which it is located. <br />4.7 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits. <br />In reviewing Interim use Permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that <br />the approval of the interim use would not result in adverse effects on the public health, <br />safety, and general welfare, and that it will not impose additional costs on the public if it <br />is necessary for the public to take the property in the future. <br />5.0 STAFF COMMENTS: <br />5.1 The Alexander parcel is'/4 of an acre - large enough to accommodate the temporary <br />living quarters and the equipment necessary to construct the new home. The camper can <br />be set back a minimum of 30 feet from the street, conveniently adjacent to utility pole, <br />and will connect to the existing sanitary sewer and watermain. <br />PF3728_RPCA_0�0306.doc Page 2 of 4 <br />
