City� of <br />� 1�1i <br />�� <br />Minnesota, USA <br />Community Development Department <br />ph:651-792-7005 ♦ fax:651-792-7070 <br />25 April 2006 <br />RE: Request for a Front Yard Setback Permit (Section 1013.05 of Roseville City Code) <br />Dear Roland and Brenda Wells, <br />On Tuesday, April 25`h, 2006, the Roseville Development Review Committee reviewed and <br />recommended approval of a FRONT YARD SETBACK PERMIT to extend the garage to a <br />point approximately 25 feet from the front property line. <br />Comments Regarding Issues at Hand: The only written or verbal correspondence from the <br />immediate neighbors was a phone call in support of The Wells' proposal. <br />Development Review Committee Recommendation: The Setback Permit Review Committee <br />(Dean Findell, Don Munson, Bryan Lloyd, and Jamie Radel) found that the proposal does meet <br />more than eight of the twelve applicable criteria for approving a Setback Permit as listed in <br />Section 1013.05 of the City Code, and therefore the DRC recommended issuance of the Permit. <br />Two conditions for the approval were raised at the hearing: 1) the City would like a list of the <br />exterior structure materials and colors to ensure that they are consistent with the materials on the <br />existing structure; and 2) roof gutters and downspouts are to be installed on the new roofline to <br />drain water toward South Owasso Boulevard rather than toward the neighboring property to the <br />east. <br />Additionally, because the proposed addition is near to the south (front) and east lot lines, the <br />DRC requests that the location of these two property lines be verified either by exposing the <br />irons or by obtaining an official survey. Finally, the Permits Coordinator in attendance at the <br />meeting noted that the new parting wall between the garage and the new living area created by <br />the addition will require a footing to protect the living area from damage caused by the heaving <br />of the garage floor during the winter months. <br />Community Development Director Decision: I concur with the recommendations of the DRC <br />to issue the Setback Permit, and, as allowed for in Section 1013.05 of the City Code, make all of <br />the DRC recommendations a condition of approval of the Setback Permit and the Building <br />Permit. <br />After the(ten-day) appeal process has expired at NOON on Friday, May 5`�' (or upon receiving a <br />statement of support from the neighbor to the east) and assuming no written appeal has been <br />received by the City Manager, a building permit may be issued pursuant to approval of the <br />building plans by the Building Ofiicials. If an official appeal is properly registered, it will be <br />heard by the Variance Board at the Board meeting of June 7`h, 2006, beginning at S:OOpm. <br />Should you have any questions or comments, please do not hesitate to call me at 651-792-7071. <br />
