Why are we not looking at larger complexes? Staff Respanse - Through the <br />6 HRA neighborhood meetings, na comp/aints were heard regarding the <br />7 designated apartment complexes. When asked what changes residents were <br />8 observing in their neighborhoods the most common cancern was haw single <br />9 family homes were being turned into rental properties and frustration with <br />l0 the city's /ack of regu/ation of these homes. We a�e not denying that there <br />11 are some issues within Rosevi/le's large aging complexes However, they are <br />12 professional/y maintained and monaged. These complexes typicolly have <br />13 easily attainable an-site professional contacts and most have on-site or <br />14 contracted maintenance and /awns services, ond there is more monitoring of <br />15 public spaces within those complexes currently thraugh fire inspections and <br />16 Section 8 inspections. With Rosevi/le's apartment buildings oging, inspection <br />17 of these types of buildings will likely be necessory rn the future in-order to <br />18 ensure they stoy well maintained and so thot they do not deteriorote, <br />19 generate crime and depress property values of sur�ounding neighborhoods. <br />20 All cities face this possibility and most cities around Roseville have already <br />21 token steps to oddress this possibility. Zf Raseville does not remain cur�ent <br />22 with other su�rounding cities in its regulations, it could act as o magnet and <br />23 draw the wrong e%ments who fee/ they wau/d not have to maintain bui/dings <br />24 as we// as other communities. <br />25 <br />26 4. Focusing on only the small rentals is discriminatory. Staff Response - <br />27 Addressing Q specific problem is not disc�iminatory. Rather, the Cify's <br />28 housing and public safetygoals are being addr^essed by dealing with the <br />29 issues. <br />30 <br />31 5. 907.22: Tenant Identification - What is the purpose of identification of the <br />32 number of adults and children in licensed rental properties? Is this a data <br />33 privacy issue? Staff Response - Identification of tenants is important for <br />34 public safety as well as to help in the co%ulotion of occupancy limits A <br />35 suggested revision would be to provide the tenant head of household with the <br />36 identification of the number of adults ond chi/dren (related and unrelated) <br />37 /iving in the unit. City attarney notes that asking for the information is nat a <br />38 data privacy issues but it would become a dato privacy issues if the <br />39 info�mation wos requested by someane other than for internal city use of <br />40 which the City processes for reviewing such issues wouldprotect individua/ <br />� <br />
