What is the origin and purpose of the rental ordinnnce? Staff Response - <br />The increase of smoll (mostly single fami/y) rental properties has become o <br />neighborhood issue and concern of sing/e fami/y property owners over the <br />past 3-5 yeors. Property ownersgenerolly do not like to see their <br />neighborhoodgo rental, but whotgets them upset is the disruption to the <br />peoceful livability of the neighborhood the rental prope�ties sometimes <br />cause. The cause of the disruption and noture of the complaints is usually <br />overcrowding within a rental unit and having 6-8 renters results in 6-8 cars, <br />etc. Over and ove� tlte same scenorio plays out,' we tell the complainant we <br />suspect the renters are in violation of City Code but that the City has no <br />authority to enter the rentaland enforce this provision. Then theyget even <br />more upset. "Why can't you protect us from these.� They are businesses <br />det�acting from aur neighborhood. Roseville used ta be a nice ploce to raise 4 <br />family, not onymore!" This has been a very frustrating issue fo� property <br />owners and city stoff alike. The moin issues are accupancy loads <br />(overcrowding), parking (more cars that can fit in the drivewoy resu/ting in <br />parking on the grass, mud and dead lawns, and parking in front of neighbors <br />homes - which results in b/ocking visibi/ity when they /eave their drivewoys), <br />/ate evening conduct, outside storoge of junk and household items and <br />genera/ exterior lock of maintenance such os home's exterior not kept <br />painted, /owns not mowed, garbage /eft outside and in disarray, etc. A/so, the <br />codes and {ire staff have experienced an increosing number of interior <br />complaints and issues such os p/acing sleeping beds in dongerous /ocations, <br />adding bedrooms without permits, inadequate egress windows in basements, <br />sp/itting sing/e-fami/y homes into dup/exes and duplexes into triplexes, mo/d <br />and water domage in places were peop/e are renting and refusing to fix the <br />
