Codes staff to provide prior to next meeting. <br />12 Being typed now. Would there still be a benefit to doing the housing <br />13 mnintennnce ordinance without the rental ordinunce? The issues of housing <br />14 maintennnce and Iack of n housing maintennnce code to nddress issues hns <br />15 been studies and discussed for the past 10 years. Housing m4intennncet�des <br />16 is very much needed - existing codes are outdnted. Yes, however the rental <br />17 issues will still remuin. The I.P.M.C. simply better defines whot is meant by <br />18 'maintenance' and specifically addresses critical maintenance issues. For /' <br />19 exnmple, a new car comes with a smnll mnnual that specifies required - <br />20 maintennnce. Mechanics use a much bigger/thicker maintenance manual. <br />21 Their manunl does not require more maintenance; it just better expinins and <br />22 describes required maintenance. Snme with the I.P.M.C., it better describes <br />23 what is mennt by maintenance. With housing stock up to 50 years old, this is <br />24 becoming n more significant and necessary issue with ench passing yenr. <br />25 Unless the overall housing stock is maintained; property values will not keep <br />26 up with surrounding cities and/or inflation, property owners will loose <br />27 appreciation value, and property tnx receipts will lag. <br />28 <br />29 Isn't existing property - both rental and ownership - covered under existing <br />30 state laws and Roseville codes? Roseville has not ndopted a specific housing <br />31 maintenance ordinance, nor hns a specific rental licensing ordinance been <br />32 adopted. Some of the items are be covered under existing codes but they <br />33 nre not clear, they do not use contempornry language, and they are not broad <br />34 enough nor sufficiently descriptive to provide instruction and regulation to <br />35 property owners or codes staff. Existing language is difficult and not <br />36 organized properly to administer for corrections. In addition, codes stnff <br />37 does not hove the authority to inspect any (rental or owner occupied) <br />38 properties for internal code violations - even when there is a complaint.
