_ l��i <br />J�,, <br />Community Development Department <br />emo <br />To: Dennis Welsch, Community Development Director <br />From: Don Munson, Building Official <br />Date: 1-26-2006 <br />Re: Overcrowding in Rental Properties <br />I would like to make you aware of two overcrowding situations in rental properties we are <br />currently working on that may help illustrate the difficulty we ha�e addressing this issue: <br />• xxxx Garden Ave <br />o We recently received a call from a renter in a house complaining that the son <br />^ of the property owner was going to add another renter in the single-family <br />home he lives in, which he felt would be too many individuals sharing the <br />home. <br />-.� <br />o The parents own the home and let their son and their daughter live there (a <br />homesteaded property). The son rents out rooms to four other individuals. This <br />makes a total of six individuals (and likely six cars). The son plans to rent out <br />yet another room which will bring the total to seven individuals (and likely <br />seven cars). City code limits rental property to a maximum of four unrelated <br />adults. It is listed as a five bedroom split-entry home. <br />o The renter would not file a formal complaint for fear of retaliation. He feels if <br />we raise the issue he will be kicked out. <br />o City staff has no authority or ability to address this overcrowding situation. <br />Without being able to enter the rental property we cannot verify the numbers <br />of renters nor can we address the potential for illegaUunsafe bedrooms. <br />• xxx Elmer St. <br />• Page 1 <br />o This property is being operated similar to a Group Home which allows up to <br />six occupants (a rental property). There are four patients who live there now. <br />
