o Neighbars have been complaining of 8-14 cars continuously parking at this <br />property and in the street. They are very irate. Group Homes usually do not <br />^ have this many cars, which the neighbors find very upsetting. <br />o It is staff's conclusion, from conversations with the home operators, that they <br />are not only providing direct health care to the four patients, but also operating <br />a business office from this property (the reason for so many cars). This is not <br />an allowed use in a residential zone. <br />o Staff has no authority/ability to enter the (rental) property to verify its <br />assumptions, order corrections and relieve the neighborhood of this public <br />nuisance. Nevertheless, staff is currently attempting to address and resolve this <br />issue in other ways. However, these otller methods are much more time- <br />consuming and a resolution will take much longer. <br />o Despite staff's efforts to keep neighbors informed, they continue to call and <br />can't understand why it is taking so long. They feel the City is not doing <br />anything to help them. <br />If rental properties know in advance that the City has the authority and ability to address <br />violations of these and other types, violations that endanger renters and upset neighboring <br />property owners will be less likely to occur to begin with, thereby; reducing the numbers of <br />these violations, reducing staff time inefficiently chasing these issues, and allowing staff to <br />serve residents more efficiently and effectively. <br />Furthermore, in contacting neighboring cities about this Group Home operator, it was learned <br />^ that in one city a Group Home operator has purchased four properties on one residential block. <br />This is a very high concentration and staff recoinmends the City look into proposing <br />legislation that would limit concentrations of business properties such as this. <br />(,�,�o �3 � P� -2 <br />�..�, UVictoiia\CommDev�Pcrn�its\ComplaintsUvlemo_RentalLic01262006doc <br />� Page 2 <br />
