1J, <br />� <br />Community Development Department <br />Memo <br />To: Dennis Welsch, Commuiuty Development Director <br />From: Don Munson, Building Official <br />Date: 1-30-2006 <br />Re: I.P.M.C. — Ability to address distressed properties <br />The purpose of this memo is to explain how the IPMC could help staff better and more <br />effectively address distressed properties in Roseville. <br />Staff is currently responding to neighborhood complaints about a distressed property on <br />County Road B-2. <br />• History of public nuisances at this site: <br />--., o Exterior storage of junk and debris beginning last summer. Two inoperable <br />vehicles on and off since last summer. Extensive peeling of paint on the <br />home. <br />o The property owner (single woman) did not responded to two letters sent by <br />staff, did not responded to an administrative ticket issued. Staff is considering <br />the abatement process or a court citation process regarding these exterior <br />issues <br />• Current issue: <br />o The property's water meter malfunctioned earlier this winter. Public Works <br />personnel contacted the property owner to gain access to repair the meter. <br />The property owner refused entry by City personnel to make repairs. Due to <br />this refusal, Public Warks shut-off water service at the street. <br />o Over the last month it has appeared that the home continues to be occupied <br />daily (tracks in the snow). Because there is no water service, and because the <br />property owner refuses entry to make repairs, staff intends to revoke the <br />Certificate of Occupancy and post the property `uninhabitable' (unless she <br />responds by Tuesday). <br />o Based upon conversations with the property owner and past experience with <br />� similar situations it is anticipated that inside the home: <br />• Page 1 <br />
