I disagree with your approach to this problem. I <br />think you need to aim your approach toward all homes to make a dent in this problem. <br />There are several owner homes in my neighbor that have had the same problems inside <br />and outside as you are addressing in your rental ordinance. The ordinance you are <br />proposing is very unfair. A rental home must comply with your ordinance but an owner <br />home next door does not. <br />Your proposed interior inspections are an invasion of a renter's privacy. How would you <br />like to take time out from your job/family and schedule an inspection and have a stranger <br />examine the interior of your home? <br />I think the fee you are proposing will escalate rapidly in the future and will be added to <br />all rents. Rental units already bear the burden of the non-homestead tax. Renters need <br />good housing at affordable prices. Single family rental units are not as financially <br />lucrative as many RHRA members believe. It is a very competitive business and you are <br />lucky to turn 4% a year profit with good tenants that respect the property. <br />The ordinance you are proposing costs way too much for a few problem homes. In the <br />recent meeting (1/17) it was stated that about 30% ofthe 400 homes or 125 have <br />complains. It was also stated that the majority of these 125 problems were addressed and <br />corrected with just a call or letter. From the meeting information I would guess about <br />20% of the 125 or 25 would not comply with a call or letter. The proposed ordinance is <br />far too costly to take care of just 25 problems out of all the homes in Roseville. <br />I have not had any complains that I am aware of on my rental unit. I believe it is well <br />taken care of. However, I sense residents of owner homes are more likely to complain <br />about rental homes. The tenants are relatively short term and they rarely get to kno�v the <br />neighbors. People in owner homes have much more tolerance of other owner problems <br />because they don't like to cause problems with people they must live near for long <br />periods of time. In light of this I think there will be a slightly higher complaint rate on <br />rental homes. <br />I think city codes should be updated to address complaints about grass, cars, <br />overcrowding, unfinished houses, and junk. The codes should apply to the exterior of <br />
