I <br />attended the HRA meeting at Roseville City Hall on 1/17/06 to learn more about the <br />proposed Rental Licensing Ordinance. To say I was shocked by the number of non- <br />resident landlords in attendance at this meeting is an understatement. The audience didn't <br />learn why the number of non-resident landlords outnumbered the resident homeowners <br />until the last moments of the meeting. The landlords were sent personal notices of the <br />meeting while homeowners of Roseville were expected to learn of the meeting via a short <br />article in the Roseville Newsletter. Hardly fair. The perception at the meeting was that the <br />landlords are more passionate or care more about their cause than the homeowners do. <br />Believe me, homeowners care and are very passionate about their residences within the <br />City of Roseville. In the future, if notices are sent to the landlords, please send notices to <br />all of the homeowners too. <br />My wife and I have been the co-captains of our Neighborhood Watch Program for 10 of <br />the 13 years we have lived here. We can tell you the names and ages of the children that <br />live in our neighborhood, the occupations of the parents, the churches they attend, etc. <br />This didn't happen overnight. It took time and energy, but is well worth it. It's not nosy, <br />it's neighborly -- a healthy bi-product of longer-term home ownership (vs. shorter-term <br />rentals). To say no altogether to non-resident landlords is too late. We have two group <br />homes and a Northwestern College "dormitory" single family home all within two blocks <br />of our home. And so as I said at the meeting, 1 believe you need to take the ordiance <br />further by using it to limit the number of non- resident landlords in Roseville. Enough is <br />enough. These landloards are not Santa Claus. They are shrewd businesspeople who are <br />in it for reason-financial reward, not community building. <br />I applaud your efforts to bring this Rental Licensing Ordinance to fruition. All of our <br />surrounding communities have rental ordinances. If Roseville doesn't enact an ordinance <br />soon, we will have a inordinate amount of renters living here because there are no rules <br />that the landlords have to follow. If this happens, the For Sale sign will go up on my <br />home before the value drops significantly. We have fully remodeled both the main <br />bathroom and the kitchen, and had the yard professionally landscaped. We are the kind of <br />people you don't want to lose as it seems one of your missions is to maintain and improve <br />the aging housing stock of Roseville. <br />Warren Anderson and Family. <br />
