City of <br />l�i <br />� <br />Minnesota, USA <br />Community Development Department <br />Ph:651-792-7005 ♦ fax:651-792-7070 <br />31 March 2006 <br />Ginny MacKinzie <br />1137 Ryan Ave. <br />Roseville, Minnesota 55113 <br />RE: Request for a 3-foot Front Yard Setback Permit (Section 1013.05 of Roseville City <br />Code) PF 3714 <br />Dear Ms. MacKinzie: <br />On Thursday, March 30`h, 2006, the Roseville Development Review Committee reviewed and <br />recommended approval of a 3-foot FRONT YARD SETBACK PERMIT to extend the front <br />door entrance over the existing cement stoop. The prevailing setback is approximately 33 feet, <br />and the proposed new entrance will encroach into the setback by about 3 feet. <br />Comments Regarding Issues at Hand: The only written or verbal correspondence from the <br />immediate neighbors was a brief letter in enthusiastic support of Ms. MacKinzie's proposal. <br />Development Review Committee Recommendation: The Setback Permit Review Committee <br />(Deb Bloom, Don Munson, and Bryan Lloyd) found that the proposal does meet more than eight <br />of the twelve applicable criteria for approving a Setback Permit as listed in Section 1013.05 of <br />the City Code, and therefore the DRC recommended issuance of the Permit. Two conditions for <br />the approval were raised at the hearing: 1) the City would like a list of the exterior structure <br />materials and colors to ensure that they are consistent with the materials on the existing structure; <br />and 2) roof gutters and/or site grading must continue to drain water away from the structure(s) on <br />the property. <br />Community Development Director Decision: I concur with the recommendations of the DRC <br />to issue the Setback Permit, and, as allowed for in Section 1013.05 of the City Code, make all of <br />the DRC recommendations a condition of approval of the Setback Permit and the Building <br />Permit. <br />After the appeal process (ten days) has expired at NOON on Monday, April l Oth, and assuming <br />no written appeal has been received by the City Manager, you may apply for the building permit <br />for installation of the front porch.
