Are small projects, (rather than master developments) eligible far an AUAR? <br />3. If a city changes the Comprehensive plan to a more intensive use, not consistent with the <br />current AUAR, must an entire AUAR be done over? <br />4. If a city changes the Master Plan, not the Comprehensive plan, to a less intensive use which is <br />consistent with the current AUAR, must the AUAR be amended to show less impact? <br />5. 16D.04, Subd. 2B: when an environmental assessment is required, a project may not be started <br />or a final approval may not be given. Does this include the AUAR 5 year update? If the 5 year <br />review is underway, must a city wait to issue any permit (for a project within the AUAR area) <br />while the 5 year process is completed? Could this be a 10 year process when plans are reviewed <br />or anytime sooner, or as required by Metro Council mandatory planning act and system statement <br />response? <br />6. 4310.3100 Subd. 1-3: Prohibits final decision on EAW, EIS but not AUAR. <br />7. 4410.3610 Subd 2, Para 3.
