REQUEST FOR CITY COUNCIL ACTION <br />DATE:07/24/O6 <br />ITEM NO: 11. <br />Department Approval: Manager Approved: Agenda Section <br />TP REPORTS <br />Item Description: Request to DENY the use of the Butler Manufacturing pre-fnished <br />metal wall panel system as an allowable exterior finish for the proposed <br />O'Reilly Auto Parts at 1887 Rice Street (PF3753). <br />1.0 BACKGROUND: <br />1.1 On May 2, 2006, the Roseville Development Review Committee reviewed the proposed <br />O'Reilly Auto Parts development plan far the property at 1887 Rice Street and provided <br />comments regarding site design, trash enclosure, screening, and lighting) to the applicant. <br />This initial submittal did not contain any elevation drawings and the proposed exterior <br />finish. The City planner also had previously discussed and forwarded copies of the <br />appropriate/applicable Code sections to representatives of O'Reilly Auto Parts for their <br />use in creating their submittal. <br />1.2 During the first week of June, the City Planner received a revised plan set for <br />consideration. A review was completed and comments were provided in a memorandum <br />to Tom Trooien, Code Enforcement Officer, to be forwarded to the applicant. The main <br />focus of the review was non-compliance with certain sections of the Roseville City Code <br />and the lack of information necessary to determine compliance allowing a building permit <br />to be issued. <br />1.3 On June 28, Jason Williamson, WD Partners, submitted revised plans and a comment <br />letter regarding the DRC and City Planner comments. However, the exterior finish <br />material remains the same. <br />2.0 STAFF COMMENTS: <br />2.1 After reviewing the initial submittal, the DRC and City Planner determined that the <br />Butler Manufacturing pre-finished metal wall panel system does not qualify as an <br />appropriate exterior finish material in commercial/industrial districts. Further, it is our <br />determination that only the City Council can determine that such an exterior finish <br />material is acceptable. <br />2.2 Section 1010.02 — Exterior Finish, stipulates those finishes that are permitted on the <br />exterior of commercial and industrial buildings. Section 1010.02D states: Glass, pre- <br />finished metal, fiberglass or similar material or cor-ten steel (other than unpainted <br />galvanized metal or corrugated material) <br />PF3753_RCA_072406.doc Page 1 <br />
