n ADMINISTRATIVE OFFICES
•, TWIN CITY CO—Ol S 2025 Larpenteur Avenue West
F E D E R A L C R E D I T U N I O N Falcon Heights, MN 55113-5598
° 651.215.3450 • www.tcuconnect.com
September 5, 2007
City of Roseville
Community Development Department
Bryan Lloyd
2660 Civic Center Drive
Roseville, MN 55113
Dear Mr. Uoyd,
I am writing this letter to appeal a decisiori concerning the property at 1880 Perimeter
Road. Twin City Co-ops Federal Credit Union (TCU) has been located in Roseville for
over 20 years and we recently purchased the former Denny's Restaurant as we will be
establishing a permanent location. I along with Ed Angstman from TCU and Steve
Chuba with Greiner Construction and Kevin Gustafson with Gustafson Excavating met
with Don Munson on May 10, 2007 from the City of Roseville to talk over our immediate
plans concerning the property. During our meeting we explained that we plan on
disconnecting the utilities, taking the structure down to slab, remove all recyclables along
with the hazardous materials and other items that can be salvaged, (which all have been
done as of today). At that time Don indicated that he would ask around and get back to
us.
It was also during that period of time TCU allowed the City of Roseville's Police
Department to use the structure as a practice site for training, consequently two of the
windows were destroyed. TCU's thought in allowing the police to use the site is that it
would soon be coming down, and in leaving it empty would become an eyesore for the
area and TCU did not want that. However, during the interim the structure has been
empty and has become a constant site for break-ins, vandalism and possibly a place for
graffiti. It was not until the permit application was submitted to demolish the structure to
the foundation that we were informed that we must remove the slab and the asphalt
parking area. TCU would need to bring in new till and then remove it once construction
starts, and this is an expense we would like to avoid.
TCU would appreciate you taking another look at this decision and see if we would be
allowed to remove the structure with leaving the foundation along with the paved area —
as all of this will be removed once construction begins.
Thank you for your reconsideration.
Cindy artley
Director of Facilities
Direct Dial 651.641.2106
Committed ♦ Competitive • Cooperative ;j % j
