5.10 T_he variance, if granted, will not alter the essential character of the localitv: The <br />Staff has determined that the allowance of a 4 foot by 6 foot (24 sq. ft.) freestanding <br />sign adjacent to the Fairview Avenue access to Corpus Christi Church, 2131 <br />Fairview Avenue will not alter the essential character of the locality, nor adversely <br />affect the public health, safety, or general welfare, of the city or adjacent properties. <br />6.0 STAFF RECOMMENDATION: <br />6.1 The City Planner recommends approval of a VARIANCE to Section §1009.04B <br />(Institutional Uses) of the Roseville City Code allowing a second freestanding <br />ground/monument sign at Corpus Christi Church, 2131 Fairview Avenue, based on the <br />findings in Section 5 and the following conditions: <br />a. The freestanding monument/ground sign shall be no larger that 4 fee by 6 feet or <br />24 sq. ft. in size. <br />b. The freestanding monument/ground sign shall be setback a minimum of 15 feet <br />from the property line adjacent to Fairview Avenue. <br />c. The freestanding monument/ground sign shall be located adjacent to the Corpus <br />Christi Church access from/to Fairview Avenue. <br />d. The maximum height of the freestanding monument/ground sign shall be 8 feet. <br />e. The variance (if granted) shall expire within 6 months of its approval if a sign <br />permit is not issued (Section 1013.03). <br />7.0 SUGGESTED VARIANCE BOARD ACTION: <br />7.1 ADOPT RESOLiTTION �APPROVING VARIANCE to Section 1§1009.04B <br />(Institutional Uses) of the Roseville City Code for an additional freestanding <br />monument/ground sign at Corpus Christi Church, 2131 Fairview Avenue, based on the <br />findings in Section 5 and the conditions of Section 6 of the project report dated <br />December 6, 2006. <br />8.0 NEXT STEPS: <br />8.1 The decision by the Variance Board is final unless an appeal is filed. The appeal period <br />runs for 10 days from the date of the decision and an appeal can either be made by the <br />applicant or a property owner within the 350 foot notification area. <br />8.2 An appeal must be submitted in writing to the City Manager by NOON December 18 for <br />a hearing before the City Council on Monday, January 8, 2007. <br />8.3 Should there be no appeal filed the resolution approving the variance will be mailed to <br />Ramsey County for recording against the subject property and a building permit may be <br />issued. <br />Prepared By: City Planner Thomas Paschke — 651-792-7074 <br />PF3801_RVBA_120606.doc - Page 4 of 4 <br />
