5.10 T_he variance, if granted, will not alter the essential character of the localitv: The Staff has determined that the allowance of a 4 foot by 6 foot (24 sq. ft.) freestanding sign adjacent to the Fairview Avenue access to Corpus Christi Church, 2131 Fairview Avenue will not alter the essential character of the locality, nor adversely affect the public health, safety, or general welfare, of the city or adjacent properties. 6.0 STAFF RECOMMENDATION: 6.1 The City Planner recommends approval of a VARIANCE to Section §1009.04B (Institutional Uses) of the Roseville City Code allowing a second freestanding ground/monument sign at Corpus Christi Church, 2131 Fairview Avenue, based on the findings in Section 5 and the following conditions: a. The freestanding monument/ground sign shall be no larger that 4 fee by 6 feet or 24 sq. ft. in size. b. The freestanding monument/ground sign shall be setback a minimum of 15 feet from the property line adjacent to Fairview Avenue. c. The freestanding monument/ground sign shall be located adjacent to the Corpus Christi Church access from/to Fairview Avenue. d. The maximum height of the freestanding monument/ground sign shall be 8 feet. e. The variance (if granted) shall expire within 6 months of its approval if a sign permit is not issued (Section 1013.03). 7.0 SUGGESTED VARIANCE BOARD ACTION: 7.1 ADOPT RESOLiTTION �APPROVING VARIANCE to Section 1§1009.04B (Institutional Uses) of the Roseville City Code for an additional freestanding monument/ground sign at Corpus Christi Church, 2131 Fairview Avenue, based on the findings in Section 5 and the conditions of Section 6 of the project report dated December 6, 2006. 8.0 NEXT STEPS: 8.1 The decision by the Variance Board is final unless an appeal is filed. The appeal period runs for 10 days from the date of the decision and an appeal can either be made by the applicant or a property owner within the 350 foot notification area. 8.2 An appeal must be submitted in writing to the City Manager by NOON December 18 for a hearing before the City Council on Monday, January 8, 2007. 8.3 Should there be no appeal filed the resolution approving the variance will be mailed to Ramsey County for recording against the subject property and a building permit may be issued.
