<br />The City Administrator is the chief operating <br />officer and responsible for the day to day <br />operations of the city. The position reports <br />directly to the City Council and carries out <br />the direction of the Council. The position has <br />nine (9) direct reports and oversees all City <br />departments: Administration/Support Ser- <br />vices, Communications, Community Devel- <br />opment, Finance, Fire, Parks and Recrea- <br />tion, Police, and Public Works. <br />M M I N I M U M <br />Q U A L I F I C A T I O N S : <br />Bachelor’s degree in public administra- <br />tion, business administration, or related <br />municipal administrative field. <br />Minimum of ten years of progressively <br />responsible experience in municipal <br />government or comparable organiza- <br />tional setting, with at least five years in <br />an executive position such as depart- <br />ment head, assistant manager, city <br />manager or administrator. <br />Proficiency in MS Office (Word, Excel, <br />Outlook, and PowerPoint). <br />Proven capabilities in leadership, prob- <br />lem solving, strategic thinking, and <br />knowledge of governmental operations. <br />Strong sense of honesty and integrity. <br />Good sense of humor. <br /> <br />D E S I R E D <br />Q U A L I F I C A T I O N S : <br />Master’s degree in public administra- <br />tion or business administration <br />International City/County Management <br />Association Credentialed Manager Pre- <br />ferred <br />Strategic financial planning experience <br />Experience with community redevelop- <br />ment <br /> <br /> <br />Position Description <br />The City Administrator works collaboratively <br />with all department directors and functions <br />within the City of Eagan to ensure effective <br />administration of City services. The primary <br />position responsibilities and areas of impact <br />are: <br />x Direct, plan, and impl ement policies, objec- <br />tives, and activities of the City to ensure <br />effective and efficient operations, maxim- <br />ized return on investments, high productivi- <br />ty, and an overall positive image of the City. <br />x Analyze City operations and evaluate per- <br />formance of the organization and staff in <br />meeting objectives; determine areas of <br />potential cost reduction, program improve- <br />ment, or policy change; determine the <br />needs of the City and recommend priori- <br />ties. <br />x Confer with the Mayor and members of the <br />City Council as needed to discuss issues <br />and resolve problems, meet with citizens <br />and citizen groups to exchange infor- <br />mation, while also coordinating activities, <br />projects, and programs that are proposed <br />from members of the municipal staff. <br />x Coordinate the City’s financial and budget <br />activities in order to fund operations, max- <br />imize investments, and increase efficiency. <br />x Develop appropriate organization structure <br />to meet community needs. <br />x Foster and demonstrate teamwork, collab- <br />oration, and open & transparent communi- <br />cations in all City Se rvices, within the or- <br />ganization and throughout the community. <br />x Work in partnership with colleagues, espe- <br />cially with peers in Dakota County, includ- <br />ing the Dakota County High Performance <br />Partnership and the Dakota Communica- <br />tions Center. Also serve as an active mem- <br />ber on the Board of the Local Government <br />Information Systems. <br />x Make recommendations to the City Council <br />regarding the hiring and dismissal of em- <br />ployees, and present collective bargaining <br />proposals to the City Council. <br />x Be engaged in the community, provide <br />community outreach, and serve as an <br />“ambassador” of the community. <br />While these areas are the primary focus of <br />the position, teamwork, collaboration and <br />flexibility exemplify the Eagan culture and all <br />employees will be called upon to perform a <br />variety of duties as a part of their role with <br />the City. <br />The desired new City Administrator will be a <br />servant leader, with a deep sense of humili- <br />ty, high integrity, and commitment. He or <br />she will be expected to continue the strong <br />tradition of a team approach to problem <br />solving and maintain the focus of a service <br />driven organization. <br /> <br />The Administrator is expected to be the <br />gatekeeper of the organi zation with the abil- <br />ity to manage relation ships with the Council <br />while tending to the coordination of staff. <br />The Administrator will have a strong and <br />confident demeanor wi thout being egotisti- <br />cal, and an ability to build strong trusting <br />relationships. <br /> <br />The leader sought will be forthright, yet dip- <br />lomatic, understanding politics without be- <br />ing political, and have a desire to reach be- <br />yond City Hall. <br /> <br />The Administrator in Eagan is more than a <br />technician providing excellent service.
