REQUEST FOR COUNCIL ACTION <br />Date: July 8, 2013 <br /> Item No.:7.g <br />Department Approval City Manager Approval <br />Item Description: Authorize Accepting Minnesota Department of Commerce Grant Award <br />Page 1 of 1 <br />B ACKGROUND 1 <br />According to the FBI’s averag e valuation of $6,152 per stol en vehicle, Roseville resident s and visitors incurred an 2 <br />estimated $1,230,400 in losses associated with auto theft during the years of 2011 and 2012. Due to the negative 3 <br />economic impact, the associated trauma of victimization, an d a perception of decreased sa fety in the community, the 4 <br />Roseville Police Department so ught auto theft prevention grant funding through the Minne sota Department of 5 <br />Commerce, Insurance Fraud Division. 6 <br />7 <br />Recognizing the negative impacts of auto theft and sharing a mission to reduc e motor vehicle theft throughout the 8 <br />Roseville community and the State of Mi nnesota, the Minnesota Department of Commerce awarded the Roseville 9 <br />Police Department $22,052 in March 2012 to outfit a bait car (1999 Honda Civic) and to provide training for two 10 <br />Roseville officers to aid in the successful implementation of Roseville’s first bait car program. 11 <br />12 <br />The plan of the Department is to ex pand in-house auto theft prevention knowle dge by becoming expert users of the 13 <br />bait car equipment through training of additional officers and coordinated cr ime impact details. In an effort to 14 <br />support coordinated bait car details, the Department applie d for additional personnel fund ing through the Minnesota 15 <br />Department of Commerce and recently received notification of being awarded an Auto Theft Prevention Grant in the 16 <br />amount of $40,000. 17 <br />P ROPOSED A CTION 18 <br />Allow the Roseville Police Department to accept the $40,000 in grant funds to be used as requested for additional 19 <br />personnel funding to execute bait car crime impact details. Per the terms of the grant, $20,000 will be available from 20 <br />July 1, 2013 to June 30, 2014 and $20,000 in funds will be available July 1, 2014 to June 30, 2015. By receiving 21 <br />additional personnel funding to support elevated auto theft prevention details, our department w ill fully employ a 22 <br />multi-prong approach to reducing autom obile theft, a crime that is not just a nuisance; it is a deterrent to public 23 <br />safety, security and quality of life. 24 <br />B UDGET I MPLICATIONS 25 <br />There is no match required by this grant; therefore, no cost to the City of Roseville. 26 <br />S TAFF R ECOMMENDATION 27 <br />Allow the Roseville Police Department to accept the Minnesota Department of Commerce grant funding thereby 28 <br />commencing auto theft focuse d crime impact details deployi ng the newly outfitted bait ve hicle also paid for through 29 <br />Minnesota Department of Commerce grant funding. 30 <br />R EQUESTED C OUNCIL A CTION 31 <br />Authorize the Mayor and City Manager to sign the attach ed two copies of the State of Minnesota Grant Contract 32 <br />(Attachment A) thereby allowing the City of Roseville to accept the grant funding and proceed with initiating bait 33 <br />car crime impact details. 34 <br />Prepared by: Sarah Mahmud, Police Services Manager <br />Attachments: A: State of Minnesota Grant Contract <br /> B: Award Letter
