Moore, Inc. and Keller Williams
Realty for re-subdivision, sewer easement vacation, and street right-of-way vacation near
Woodruff Ave and adjacent to Reservoir Woods in Roseville.
This proposal seems to be a good fit with the surrounding neighborhood and also seems to
me to be a lower impact proposal than the previous
Town Home proposal presented by J.W. Moore in July. It is irnpressive
that Mr. Moore responded to the requests of the surrounding residents with an improved
plan that addresses many of the voiced concerns.
There are two items that I hope the Planning Commission will address in the upcoming
meeting scheduled Sept. 6th , 6:30 P.M.
1. What will J.W. Moore and Roseville do to ensure that the original
wetland to the west of this development will not be harmed during the development phase
and afterward (e.g., once the dwellings are occupied)?
The to be created ponds shown in the preliminary plat seem to be designed to protect
McCarron's lake from impervious surface run-off (e.g. the three suggested ponds to the
north and east of the development). I am wondering whether there will be run-off in the
unprotected direction — toward the wetland —as well.
This is an original wetland, evident on maps back to the 1800s. It
may not be particularly beautiful, but it has numerous amphibian, turtle, and waterfowl
species that are not necessarily found in other
areas of Roseville (personal observation). It is my hope that
Roseville will require the developers to be conscientious and
environmentally friendly in their methods as they disturb this area.
Please consider continuous monitoring of their activities if this is not already planned.
2. It is wonderful that the Planning Commission is requesting
preservation of trees. As an environmentalist and lover of Reservoir
Woods, I hope that Roseville will also request that J.W. Moore and Keller Williams Reality
work with the St. Paul Watershed to use proven development and planting strategies for
i
