EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 28�' day of August, 2006, at 6:00 p.m. <br />The following members were present: Ihlan, Pust, Maschka, Kough, and Klausing <br />and the following were absent: None <br />Council Member Maschka iiltroduced the following resolution and moved its adoption: <br />RESOLUTION NO. 10424 <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT IN ACCORDANCE <br />WITH �1005.015 AND �1013.01 OF THE ROSEVILLE CITY CODE <br />FOR CARIBOU COFFEE AT 2115 SNELLING AVENUE (PF3782). <br />WHEREAS, Jeff Johnson, Caribou Coffee (in cooperation with Jane Knutson (Property <br />Owner) has requested a CONDITIUONAL USE PERMIT to allow for the inclusion of a drive- <br />thru window at 2115 Snelling Avenue in accordance with § 1005.015 and § 1013.01 of the <br />Roseville City Code; and <br />WHEREAS, the subject property is legally described as: <br />THE SDUTH 168 FEET OF THE NORTH 564 FEET OF THE NORTHEAST QUARTER <br />OF THE NORTHEAST QUARTER, EXCEPT THE WESTERLY 339 FEET THEREOF, <br />SECTION 16, TOWNSHIP 29, RANGE 23 <br />PIN 16-29-23-11-0003 <br />WHEREAS, Section 1013 establishes the criteria for reviewing conditional use permits, <br />which is as follows: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />1 - � <br />
