Public Comment <br />No one appeared for or against. <br />Chair Traynor closed the Public Hearing. <br />Discussion included conflict points and traffic control issues; drainage strategies for the <br />site and area; options for extending and/or expanding the existing curb island at the rear <br />of the structure adjacent to the drive-lane; handicapped customer access and parking <br />availability at the front and rear of the building; and location of proposed planting of <br />shrubs to block headlamps on the frontage road. <br />MOTION: <br />Member Bakeman moved, seconded by Member poherty, to RECOMMEND <br />APPROVAL of a CONDITIONAL USE PERMIT for Caribou Coffee (Jeff <br />Johnson) allowing the installation of a drive-thru window at 2115 Snelling Avenue, <br />based on the comments in Section 5, findings of Section 6, and the REVISED <br />conditions in Section 7 of the project report dated August 2, 2006; amended as <br />follows: replace language in Section 7.1(a) "The applicant will work with staff on an <br />acceptable site plan, that may include extension or expansion of the existing curb <br />island at the rear of the structure and adjacent to the drive-lane, and be willing to <br />look at recommended options to address traffic conflict issues;" additional language <br />in Section 7.1(d) and 7.1(e) respectively that the applicant will work with staff and <br />the property owner to remove the existing shed and screening of the trash/recycling <br />dumpsters. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Chair Traynor reviewed the process for City Council review and action at their August <br />28, 2006 meeting; and wished the applicant well in their venture <br />
