5.3 In review of the drive-thru lane and how traffic movements will interact with the frontage <br />road and rear joint access drive, the DRC recommends that the existing concrete curb <br />island at the rear of the Caribou space and adjacent to the drive lane be extended through <br />the parking stalls and include a slight indentation. This design feature will eliminate a <br />potential conflict with vehicles parking at the rear of the structure and the drive-thru lane, <br />and create a more identifiable drive-thru lane. <br />5.4 The DRC also must understand the joint access road easement and its exact <br />design/location. Having this information will be helpful in assisting Caribou and Staff in <br />redesigning the rear parking field. The DRC believes that there is potential for a double <br />stacked row of parking with access from the shared access drive and a drive lane adjacent <br />to the rear of the structure. All handicapped parking must be relocated to the front of the <br />structure and be located near the tenant space entrances. The four spaces directly at the <br />rear of the Caribou site shall be eliminated. <br />5.5 Directional signage and striping (including arrows) will assist in properly directing <br />customers to the drive-thru. The DRC recommends that one exit only sign be placed on <br />the structure near the southeast corner above the drive-thru lane; an entry only sign placed <br />at the beginning of the extended island adjacent the drive-lane; a sign placed on the <br />structure directing customers to the drive-thru lane; and arrows appropriately directing <br />customers to the rear and drive-thru lane must be installed. <br />5.6 Other signage for the Caribou use, such as a freestanding sign, building signage, and <br />menu/order board are permitted and must meet the requirements of § 1009 of the <br />Roseville City Code. <br />G.0 REVIEW of CONDITIONAL USE PERMIT: <br />6.1 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br />6.2 Permitted Uses.
