e. Impact on the general public health, safety and welfare <br />f. Compatibiliry with the City's Comprehensive Plan <br />WHEREAS, The Roseville Planning Commission held the public hearing regarding the <br />Caribou Coffee drive-thru request on August 2, 2006, recommending (6-0) approval of the <br />CONDITIONAL USE PERMIT, subject to 8 conditions; <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE <br />the request by Jeff Johnson, Caribou Coffee (in cooperation with Jane Knutson, property owner) <br />for a CONDITIONAL USE PERMIT in accardance with Section 1013.01 of the Roseville City <br />Code, subject to the following conditions; <br />1. The applicant will work with staff on an acceptable site plan that may include <br />extension/expansion of the existing curb island at the rear of the structure and <br />adjacent to the drive-lane, and will be willing to look at recommended options to <br />address traffic conflict issues. <br />2. Directional signs that effectively direct vehicles on the site and striping on the lot <br />shall be installed as required by the City Planner and/or Engineer. <br />3. The applicant must submit a revised site plan that redesigns the rear parking lot <br />that achieves the recommendations of the DRC. <br />4. The applicant must work with staff and the property owner to remove the existing <br />shed (storage sheds are prohibited in Business District zoning). <br />5. The applicant must work with staff and the property owner on achieving dumpster <br />screening compliance in accordance with Section 1010 of the Roseville City <br />Code. Said screening shall be a 6 foot tall board-on-board design with screened <br />gates. <br />6. The applicant shall submit a landscape plan that includes a coniferous shrubs to <br />screen vehicle headlights adjacent to the frontage road. <br />7. The applicant must submit to the City Planner the property legal description so <br />that the CONDITIONAL USE PERMIT resolution (if approved) can be properly <br />recorded with Ramsey County. <br />8. The conditional use permit shall expire within six months of the date of City <br />Council approval if a building permit is not obtained for the approved <br />development (Section 1013.03 of the City Code). <br />9. The CONDITIONAL USE PERMIT shall expire within 6 months after the <br />approval date (August 28, 2006) unless the applicant has been granted a building <br />permit. <br />2 <br />
