NARRATIVE FOR VARIANCE APPLICATION FOR MCDANIEL RESIDENCE <br />527 Owasso Hills Drive <br />Lot 10, block 1 Parcel ID: 012923320026 <br />We purchased our home in 1997 with the intent to eventually construct a 4-season parch <br />off of our main level. At that time, the area behind our house was covered with trees, <br />grasses and natural landscape. A wetland area was shown on certain drawings in the far <br />northeast corner of the property (as noted on attached certified survey and original <br />development plot). Over time, it has flooded, drowning out most of the vegetation. As <br />we embarked upon this project, we recognized this change and, through our architect, <br />Bruce Iverson (Damont Design Build) were advised by a Roseville City Engineer (D. <br />Bloom) to delineate the wetlands in pursuit of a building pernut. We have enclosed a <br />copy of this report which was conducted on August 3`d, 2006 (Wetland Delineation <br />Report by Aquatic EcoSolutions, Inc.). <br />According to information derived from drawings available to us (see attached Certificate <br />of Survey and City of Roseville Information Report dated 5-27-OS), the addition we are <br />proposing appears to be very close to the 50 foot setback line of the original wetland. In <br />an effort to obtain more precise measurements, we were informed that there were no <br />protected waters mapped on our parcel so we could not obtain any more detailed <br />drawings or information on the original placement of this wetland. This was according to <br />the Department of Natural Resources (DNR) Protected Water Inventory (PWI) of <br />Ramsey County and the National Wetlands Inventory (NWI). This is further explained <br />on page 3 of the attached Wetland Delineation Report. According to the newly <br />delineated wetlands, we would be encroaching approximately 18 feet into the 50 foot <br />setback. We axe requesting a variance due to the change in the conditions of our <br />backyard which were beyond our control. <br />
