NARRATIVE FOR VARIANCE APPLICATION FOR MCDANIEL RESIUENCE
527 Owassa Hilis Drive
Lot 10, block I Parcel ID: 012923320026
We purchased our home in 1997 vith the intent to eventually constnzct a 4-season porch
off of our main levet. At that time, the area behind our house was covered with trees,
grasses and natural tandscape. A wetland area was shown on certain drawings in the far
northeast corner of the properiy (as noted on attached certified survey and original
development plot}. Over time, it has flooded, drowning out most af the vegetation. As
we embarked upon this project, we recognized this change and, through our architect,
Bruce Iverson (Damont Design Build) were advised by a Roseville City Engineer (D.
Bloom) to delineate the wetlands in pursuit of a building permit. VVe have enclosed a
capy of this report which was conducted on August 3`d, 2006 (Wettand Delineation
Report by Aquatic EcoSolutions, Inc.).
According to information derived from drawings available to us (see attached Certificate
of Surve} and City of Roseville Information Report dated 5-27-OS), the addition we are
proposing appears to be very close to the 50 foot setback line of the original wetland. In
an effort to obtain more precise measurements, we were informed that there were no
protected aters mapped on our parcet so we could not obtain any more detailed
drawings or information on the original placement of this wetland. This was according to
the Department of Natural Resources (DNR) Protected Water Inventory (PWI) of
Ramsey County and the National Wetlands Inventory (NWI). This is further explained
on page 3 of the attached Wetland Delineation Report. According to the newly
delineated wetlands, we would be encroaching approximately 18 feet into the 50 foot
setback. We are requesting a variance due to the change in the conditions of our
backyard which were beyond our controt.
