Twin Lakes West <br />Development Applications <br />October 6, 2006 <br />Page 4 of 9 <br />■ Constructing in partnership with the City the officially mapped Twin Lakes Parkway — a <br />signature roadway with landscape features, plazas, views to Langton Lake, sidewalks and <br />trail connections — a gateway to the community. <br />■ Placing the inost intense uses adjacent to Interstate 35W/Cleveland Avenue North while <br />locating the multi-family uses where they can take advantage of the amenities offered by <br />open spaces and Langton Lake park. <br />■ Diversifying the tax base with the addition of 500,000 square feet of office uses and 640 <br />housing units — including housing with first floor office. <br />■ Honoring the vision of the 2004 Twin Lakes Stakeholders process, a Minnesota Planning <br />Association awarding winning project. <br />■ Redeveloping incompatible land uses with residential and office uses that are more <br />compatible to achieve the goals of a Business Park. <br />■ Opportunity to dedicate 4.8 acres open space to expand and enhance Langton Lake park. <br />Environmental Review <br />In June 2006 the City Council authorized the preparation of an LJpdated Twin Lakes Alternative <br />Urban Area Wide Review (AUAR). At the September 18, 2006 Council meeting, the Council <br />directed staff to proceed with the Updated AUAR and to retain Dahlgren, Shardlow & Uban <br />(DSU) as the consulting firm to complete the update. Mn Rules prohibit final governmental <br />decision to grant a permit, approve a project or begin a project tmtil the City adopts the AUAR <br />environmental analysis document and the plan for mitigation. <br />Rezonin� Application (Sheets RZ 1.0 - RZ 4.0) <br />We are requesting the City of Roseville rezone the Twin Lakes West project area from Light <br />Industrial (I1) and General Industrial (I2) districts to Planned Unit Development (PUD) with an <br />Lmderlying zoning of Mixed Use Business Park District (B-6). Sheet RZ 2.0 illustrates the <br />existing zoning of the project area as Light Industrial (I1) and General Industrial (I2). Sheet RZ <br />3.0 illustrates the proposed zoning of the project area as Mixed Use Business Park District, B-6. <br />The 2003 Comprehensive Plan designates the project area as Business Park (BP) and lists the <br />corresponding zoning as B-6 and PUD. The project area is within Planning District 10, which <br />further describes the intended uses to include office and housing near Langton Lake. The 2001 <br />Twin Lakes Business Park Master Plan suggests the zoning replicate the Centre Pointe project <br />with underlying zoning of B-4 or B-6. The existing Industrial zoning of the project area is in <br />conflict with the 2003 Comprehensive Plan and 2001 Twin Lakes Business Park Master Plan. <br />The uses shown on the subinitted plan are allowed under the BP designation and the B-6 zoning. <br />General Concept PUD (Sheets GC 1.0- GC 4.0) <br />Chapter 1008 of the Zoning Ordinance outlines the necessary infonnation and process for review <br />and approval of a PUD. The B-6 Zoning District requires the completion of a PUD. The City <br />has a two-tier process for PUD's: General Concept PUD and Final Development PUD, which <br />may be processed simultaneously. <br />The Twin Lakes West General Concept PUD site plan incorporates a variety of uses, including a <br />miniinum of 640 housing units, up to 500,000 square feet of office use, and a 6,300+ square foot <br />restaurant.
