November S, 2006 To: Roseville City Council From: Acom Road Neighborhood Home Owners RE: Acom Road Development Project ACORN ROAD HISTORY In the fall of 1994 Acom Road was before the Roseville City Council for street reconstruction and storm sewer improvements. After homeowners input and council review, the Roseville City Council approved a non-standard street with the intention that there would not be any new development that would require any additional streets to be added_ Any lot splits would have access to Acom Road only by single home access. This agreement has held true to this date. The homeowners all agreed to no parking on Acorn and also were assessed for special landscaping, tree and flower plantings. The road also followed the same route as before. At the preliminary meeting regarding Plat # PF3791, many of the city codes were not in conformance and did not meet minimum code standards of the City of Roseville. At the Planning Commission meeting on November 1, 2006, under Chapter 1102 Plat Procedures, a question was asked if the Public Works Director reviewed the plat for compliance and other ordinances of the city and if so, could a copy of the report be made publicly available. The response was that the Public Works Director had reviewed the plat. Under Code 1102.01 C, the Public Works Director must submit a written report about his or her findings. (See attached code. ) Under Code 1102.02C7, Lot #1 and #4 need to address front and side setbacks in order to meet the setback requirements. Lot #4 shows proposed house to be moved facing Little Oak Road, but does not show any setback for the rear. The front setback should be determined now, not after the final plat approval. If after approval, if front line was to be different than final plat, a variance would be needed. The other problem that comes into play is parking off street for RV's and boats.
