Mayor Roe advised that he <br /> personally thought the City Council should continue to follow its policy and not <br /> become dependent on LGA for normal operating expenses. <br /> Additional discussion included potentially using the LGA to address CIP needs <br /> and meet some of those goals; defer or reduce levy impacts; the LGA re- <br /> implemented in a spirit of reform by the State Legislature to provide some relief <br /> to taxpayers, while recognizing the minimal amount and minimal impact to tax- <br /> payers based on 2013 median value homes in Roseville. <br /> Staff was asked to coordinate with Mayor Roe to provide the property tax impact <br /> calculator on the City's website in a user-friendly format for Roseville taxpayers <br /> to access, once more details were known and finalized. <br /> 13. Discuss City Manager Search Process <br /> At the request of Mayor Roe, Mr. Trudgeon briefly summarized the RCA and at- <br /> tachments dated June 10, 2013; as prepared by Human Resources Manager Eldo- <br /> na Bacon. Mr. Trudgeon apologized that Ms. Bacon was unable to attend to- <br /> night's meeting do to a family medical emergency. <br /> By consensus, the City Council agreed with the proposed stakeholder group; and <br /> staff was directed to implement that group as presented. <br /> Discussion included evaluation rankings and how to spread the numbers for the <br /> clearest understanding and greatest spread, noting that the Best Value Procure- <br /> ment method used 1-5-9 for evaluations with no numbers in between; and re- <br /> sumes provided by the consultant firms with individual expertise and experience; <br /> proposed content and point system weighting (e.g. service process steps struc- <br /> ture). <br /> Councilmember Etten expressed preference to provide more emphasis for Items B <br /> and I. <br /> Mayor Roe suggested less weighting for bid completeness and completion, since <br /> that was a technical detail. <br /> Mayor Roe, with City Council consensus, suggested that the evaluation group be <br /> tasked with weighting; with Councilmember Willmus concurring, questioning its <br /> value to be included in weighting performance follow-up after placement other <br /> than for a reference for that firm in future bidding endeavors. <br />
