Mayor Roe opined that it made more sense to have that functionality as part <br /> of strategic thinking as a part of this organizational plan. <br /> Discussion ensued regarding a job description with someone experienced in those <br /> areas of strategic thinking; <br /> Councilmember Willmus expressed the vital importance for the administration <br /> function to provide customer service; noting that he repeatedly heard from resi- <br /> dents that they are not able to receive that service in a timely and helpful way. <br /> Councilmember Willmus noted at an employee may be someone's first contact <br /> with the City, and historically,this has been a struggle over the years. <br /> Mayor Roe opined that customer service is what someone does, not what they al- <br /> so do. <br /> Councilmember Laliberte referenced her discussions with individual Department <br /> Heads and how many of their staff worked on communications items; and opined <br /> that one resident employee with the tools and vehicles to make sure the City <br /> communicated and engaged citizens was better than having quasi-expertise within <br /> each department. Councilmember Laliberte suggested that this should be a com- <br /> munication position with a broader scope and who could provide assistance to <br /> other departments as well as residents. Councilmember Laliberte opined that such <br /> a role could drive some of the Administration Department's structure internally, <br /> and also provide an opportunity to create some hierarchy in the Department for <br /> current employees to delegate their duties and/or enhance their current job de- <br /> scriptions. <br /> Mr. Trudgeon suggested more detailed discussion at a future meeting; noting that <br /> while he and Mr. Schwartz had held preliminary discussions, they needed to ex- <br /> pand on that before bringing a recommendation forward to the City Council. <br /> At the request of Mayor Roe, Public Works Director Schwartz reviewed Attach- <br /> ment A, noting that it was the first draft of roles and responsibilities of the posi- <br /> tion seen to best fit given the shift of the Recycling function to the Public Works <br /> Department. Mr. Schwartz noted that this also addressed current focus areas, <br /> goals and direction of the City Council and community, as well as meeting some <br /> of the department's needs and goals based on the Imagine Roseville 2025 com- <br /> munity visioning process. With assistance from Ms. Bacon, Mr. Schwartz ad- <br /> vised that staff attempted to make sure the position was structured with the right <br /> background and skills. Mr. Schwartz recognized that many other communities <br /> .had a different focus, while some were similar to that of Roseville; but those the <br /> size of Roseville or larger had these specialist areas to deal with natural resource <br /> and recycling issues, and some of those went even broader. Mr. Schwartz advised <br /> that one of the next steps would be to create an actual job description and look at <br /> appropriate salary ranges and return to the City Council for further discussion, in <br />
