Status of Local Emergency Response to June 21 Storm Damage <br /> A copy of the Mayor's Proclamation Declaring a Local Emergency from storm <br /> damage experienced in the community on June 21 and 22, 2013, along with sup- <br /> porting resolutions authorized at an Emergency Meeting of the City Council on <br /> Saturday, June 22, 2013, was provided as a bench handout, attached hereto and <br /> made a part hereof. <br /> Interim City Manager Patrick Trudgeon provided a brief overview of the City's <br /> response to the storm damage. Mr. Trudgeon commended staff on being very <br /> well prepared to deal with the after affects, recognizing that emergency prepared- <br /> ness was due to the training staff had reoeived from the City Staff's Emergency <br /> Management Team coordinated by Fire Department personnel, Greg Peterson and <br /> Dave Brosnahan; and publically thanked them for that training. Mr. Trudgeon al- <br /> so noted that none of the front line staff required calling, but showed up on their <br /> own; and again formally and publically recognized their efforts; and suggested a <br /> more formal recognition of those efforts by the City Council at a future date. <br /> After consultation with lead staff and the City Attorney, Mr. Trudgeon advised <br /> that they found no reason to extend the local emergency past July 1, 2013; only <br /> necessary if significant additional expenses beyond normal operations were expe- <br /> rienced. However, Mr. Trudgeon advised that he did not anticipate costs above <br /> what could be accommodated in the normal process of operations. <br /> Greg Peterson <br /> Mr. Peterson reviewed the timeframe of the storms, with the City of Roseville and <br /> surrounding communities struck by heavy winds at 7:40 p.m. on Friday, June 21, <br /> 2013; resulting in70% of the community being without power. Mr. Peterson ad- <br /> vised that the Police and Fire Departments were the first responders to assist resi- <br /> dents, with the Public Works Department arriving shortly thereafter; with Friday <br /> evening and Saturday spent keeping things functional. Mr. Peterson noted that an <br /> emergency meeting of the City Council and certain City Staff was held Saturday <br /> morning to review the initial status of the City and responses to the disaster; and <br /> to ensure communications with citizens was in place, with a storm hotline estab- <br /> lished, providing immediate assistance, followed by a full damage assessment by <br /> the Public Works and Parks & Recreation Departments, along with other depart- <br /> ments assisting as well. <br /> Dave Brasnahan <br /> Mr. Brasnahan advised that weather forecasts had prompted the Fire Department <br /> to call in twenty-nine (29) additional staff in addition to the five (5) on duty shift <br /> crew; and that response and assistance efforts were coordinated between two (2) <br /> stations in coordination with Ramsey County Dispatch. Mr. Brasnahan advised <br /> that fifty-four(54) calls were responded to between 8:00 p.m. and 1:00 p.m.; with <br /> one-hundred and twenty(120) calls taken in the first forty-eight (48) hours, and in <br /> excess of that over a seventy-two (72) hour period.
