2.0 BACKGROUND — PUBLIC MEETING/OPENHOUSE: <br />2.1 The Community Development Department has had a long standing policy to request that <br />certain developments, specifically those of a controversial nature, hold at least one <br />meeting/open house with surrounding property owners and/or residents prior to their <br />consideration by the Planning Commission. <br />2.2 Previous applications and a procedures manual suggested such a meeting as a means to <br />engage and involve the public at the beginning of the land use consideration process. <br />However, this policy is not codified and has since been removed from our Land Use <br />Applications. <br />2.3 Recent conversations with City Council Members, the Friends of Twin Lakes and the <br />Roseville Citizen League have suggested a more formal Planned Unit Development <br />process to involve/engage surrounding residents prior to public hearings being noticed <br />and prior to consideration before the Planning Commission. <br />2.4 The Community Development Department supports such a step in the consideration of <br />Planned Unit Developments and suggests that Section 1008.10 Procedure for Processing <br />a PUD be amended to include the following language: <br />Neighborhood Open House/Meeting: All applicants seeking PUD approval <br />and/or amendments shall conduct a neighborhood open house/meeting, inviting <br />property owners within 500 feet of a subject parcel/lot to attend. The applicant <br />provide a presentation of the "to date proposal" and seek questions and comments <br />from those in attendance. City Staff, Planning Commissioners, and/or Council <br />Members may be in attendance, but are not required to attend. <br />2.5 The Community Development Department has researched the notification policies and <br />practices of other communities within the metropolitan area. The table on the following <br />page summaries these findings. <br />3.0 STAFF RECOMMENDATION: <br />3.1 The Planning Division recommends that the Planning Commission support the adoption <br />of the above identified amendments to Title 10 and Title 11 of the Roseville City Code. <br />4.0 SUGGESTED PLANNING COMMISSION ACTION: <br />4.1 By motion, support the adoption of amendments to Title 10 and Title 11 of the Roseville <br />City Code to increase the direct-mailing notification to property owners within 500 feet <br />of the project site and to require a neighborhood meeting/open house for residents within <br />500 feet of a proposed Planned Unit Development and/ar a proposed Planned Unit <br />Dvelopment Amendment. <br />PF07-061_RPCA_120507.doc Page 3 of 4 <br />
