" Based on the <br />association in State Statute bet ed that it isVa hlropri te o rlegulat �the sales of trailers <br />Development staff has determin PP <br />conforming to the above definition in the same way as the automobiles that tow them. <br />5,2 Section 1007.015 (Industrial District Uses) of the City Code allows motor vehicle sales in <br />an I-2 district as a coN��T�oNAL uSE. Since the subject property is within an I-2 district, <br />therefore, staff has determined that trailer sales may be allowed as a coN�tT�oNAL usE. <br />53 Section 1014 of the Roseville City Code allows the City Council to review uses that are <br />CONDITIONALLY PERMITTED in a zoning district and, in order to protect the public health, <br />safety, and general welfare, may approve such a use, imposing any additional conditions <br />deemed necessary that are above and beyond the licensing requirements or other <br />operating regulations. Planning Division staff recommends that the parking/display/sales <br />area used for the trailer sales be required to comply with the normal parking requirements <br />for I-2 districts established in § 1007.01 (Industrial Setbacks) which generally include: <br />a. Paved area with concrete curb and gutter and a 20-foot setback from the adjacent <br />rights-of-way lines; <br />b. Landscaping/screening within the setback that is 80% opaque and 3 feet tall; and <br />c. Storm water treatment and rate control for all new parking area pavement. <br />6.0 REVIEW OF CONDITIONAL USE PERMIT CRITERIA <br />6.1 Section 1014.01 (Conditional Uses) of the City Code requires the Planning Commission <br />and City Council to consider the following criteria when reviewing a cotvD�TtoNAL uSE <br />proposal: <br />a. Impact on traffic; <br />b. Impact on parks, streets, and other public facilities; <br />e. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties; <br />d. Impact of the use on the market value of contiguous properties; <br />e. Impact on the general public health, safety, and welfare; and <br />f.
