I will be attending the Planning Commission meeting this evening, but I wanted to get a <br />few quick thoughts down in writing. I live at 203 Wewers Road, just down the street <br />from the property that may be rezoned. I oppose the rezoning to General Business <br />District. The street that my wife and I chose to live on is a quite street with minimal <br />vehicular traffic. With the park across the street, my wife and I thought it was a perfect <br />place to raise a family. Now that our son is 4, we find out that this property is being <br />rezoned for business. We have looked at the list of possible business types that could <br />occupy this property in the future, and it seems it could be just about anything. Some of <br />our concerns are as follows: <br />• Increased traffic on our street, and the associated dangers; <br />• Increased parking on our street. Driving down the street is already a tight squeeze <br />if there are vehicles parked on both sides; <br />• Increased noise, especially if the business has a drive-thru; <br />• Access to Wewers Road from Rice Street, which is already difficult. The <br />business will cause the volume of traffic using the turn lane to increase; <br />• Access to the future business from Wewers Road, which could be a dangerous <br />situation; <br />• Increased storm water runoff volume from the developed property, which will <br />enter the storm sewer and flow to the west down Wewers Road. Storm water <br />already ponds in the street around the storm sewer inlets. (Although, I believe <br />this is from a streeUgutter grading issue, not a surcharge from the sewer); <br />• The property will be developed, then possibly sit vacant. As you drive on Rice <br />Street, there are empty office buildings and strip malls everywhere. If another <br />office type building is constructed, what makes you think it will be occupied? <br />From what we understand, this property is being re-zoned to comply with the Roseville <br />Comprehensive Land Use Plan. We have several questions concerning the plan: <br />Is this plan a City plan, or has it been approved by the State? Is the State requiring the <br />City to comply with the plan by a certain date? Is there any chance that the property <br />could stay zoned residential and remain as-is? Is there any business that has seriously <br />shown interest in developing the property? <br />Those are our quick initial thoughts.
