� <br />6.O REVIEW OF CONDITIONAL USE CRITERIA <br />0 <br />6.1 Section 1013.01 (Conditional Use Permits) of the City Code requires the Planning <br />Commission and City Council to consider the following criteria when reviewing a CUP <br />application: <br />a. Impact on traffic; <br />b. Impact on parks, streets, and other public facilities; <br />c. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties; <br />d. Impact of the use on the market value of contiguous properties; <br />e. Impact on the general public health, safety, and welfare; and <br />f. Compatibility with the City's Comprehensive Plan. <br />6.2 Impact on traffic: The Planning Division has determined that an increase in traffic <br />volume, due to the size of the proposed 1,080-square-foot accessory structure on the <br />property, will not be an issue given that the building will not be for storage of daily-use <br />vehicles and will not have a driveway. <br />6.3 Impact on parks, streets and other public facilities: The Planning Division has <br />determined that the proposed accessory structure will not have an adverse impact on the <br />City's parks, streets, and/or other facilities. <br />6.4 Compatibility ... with contiguous properties: Other detached buildings in the area <br />range from 120-square-foot garden sheds to accessory structures in excess of 900 square <br />feet. The proposed accessory structure would not appreciably change the circulation on <br />the property, and the proposed building would be located far away from structures on <br />adjacent properties and would be largely screened by several mature trees. <br />6.5 Impact of the use on the market value of contiguous properties: Although the current <br />proposal seeks cotvDiTiotvAL usE approval to build the largest accessory structure <br />allowed on a single-family residential property, the Planning Division has determined <br />that the proposed building is unlikely to have an adverse impact on contiguous properties <br />because it will be at least 225 feet from any other residence and will reduce clutter on the <br />property by housing several large items currently stored outside. <br />6.6 Impact on the general public health, safety, and welfare: The Planning Division <br />believes that the proposed accessory building will have no impact on the general public <br />health, safety, and welfare. <br />6.7 Compatibility with the City's Comprehensive Plan: An accessory structure is a <br />permitted use (and the proposed accessory building is a conditionally permitted use) in <br />the R-1 Single-Family Residence District and is compatible with the Comprehensive Plan <br />designation of Low-Density Residential. <br />PF09-021 RPCA 080509 <br />Page 3 of 4 <br />
