-..
September 1, 2009
Boater's Outlet
Attn: Glen Kloskin
1705 County Road C
Roseville, MN 55113
Dear Mr. Kloskin,

.
,..
As you may recall, Roseville's City Council approved an Interim Use Permit (IUP) on
November 22, 2004 to allow the outdoor storage of boats at 1705 County Road C; I've enclosed
a copy of the City Council resolution approving the IUP for your reference. Under normal
circumstances, the outdoor storage of things like boats would have been allowed with an
approved Conditional Use Permit (CUP) — the difference being that a CUP lasts indefinitely
whereas an IUP is, by definition, valid for a certain, limited period of time — but at the time of
your application in 2004, a moratorium was in effect on outdoor storage on properties in your
area of Roseville. Since all outdoor storage was prohibited at that time, the City Council was able
to allow you to store boats outdoors only with the approval of a special IUP which was valid for
up to three years; now that the moratorium has been lifted and your IUP has expired, the only
way to bring the outdoor storage at Boater's Outlet into compliance with Roseville's zoning
ordinance is to ask the City Council for conditional use approval.
While it might seem like a mere formality to apply for the permanent approval when the same
use has been allowed in the past (albeit temporarily), the zoning ordinance doesn't provide us
with any way to legally allow the outdoor storage of boats through any means other than to apply
for the necessary conditional use approval; enclosed for your convenience is the conditional use
application.
Should you have any questions or concerns, please do not hesitate to call me at 65 l-792-7073.
Sincerely,
CITY OF ROSEVILLE
B an Lloyd
Associate Planner
City of Roseville Community Development Department
2660 Civic Center Drive •: Roseville, Minnesota 55113
651-792-7005 •: www.ci.roseville.mn.us/development
