� � <br />6.3 The aerial photo (included with this staff report as Attachment B) shows that the boats <br />are tightly arranged in the storage area of the parcel, and the business owner proposes to <br />continue this arrangement. Roseville's Fire Marshal has confirmed that he does not have <br />any concern about the ability to respond with fire apparatus in the event that a fire breaks <br />out among or around the boats. <br />6.4 Outdoor storage uses are required to be screened to a height of at least 8 feet by opaque <br />fences or walls. The existing fabric screening over the chain-link fence facing County <br />Road C was approved in the previous Interim Use Permit as satisfying the screening <br />requirements for outdoor storage uses. Opaque screening was not required along the <br />eastern, northern, and western sides of the property because these all face other industrial <br />properties or the truck delivery lane behind the neighboring shopping center and are <br />largely outside of public view. Planning Division staff continues to support such <br />screening and recommends simply requiring that the material be maintained or replaced <br />with other screening products allowed by the zoning code to ensure adequate screening <br />for as long as the use is continued. <br />7.0 STAFF RECOMMENDATION <br />Based on the comments and findings outlined in Sections 4-6 of this report, the Planning <br />Division recommends approval of the proposed nvTEtttM uSE, allowing the continuation <br />of the outdoor storage use, subject to the following conditions: <br />a. The outdoor storage area shall continue to be adequately screened as viewed from <br />County Road C and similar screening shall be installed on other sides of the <br />storage area if and when the adjacent properties are redeveloped in some way that <br />allows increased visibility of the storage area; <br />b. Boats that are un-wrapped and in working condition may be displayed for sale in <br />a display area along the south side of the screened/fenced storage area so as to be <br />visible from County Road C, but all wrapped and/or inoperable boats shall be <br />kept within the screened storage area; <br />c. The storage and display locations shall be limited to the respective areas <br />identified on the site plan (included with this staff report as Attachment C) <br />reviewed with this application; and <br />d. This approval shall expire on January 31, 2015 or upon the discontinuation of the <br />outdoor storage use, whichever comes first.
