If you submitted an application for approval of a conditional use today (or in the near future), we could conceivably begin reviewing it before the conclusion of the zoning amendment request; given the current timing of the zoning amendment application and the necessary timing of a conditional use application, however, the two applications couldn't be considered "together". From the most basic, practical standpoint, we couldn't bring a conditional use application to the Planning Commission on March 3rd because of the State- required notification process; the best we could do at this point would be to get the new application on the Planning Commission's April 4th meeting agenda. If T4C's use is ultimately approved as a conditional use, staff will have a list of several criteria against which a specific proposal would be weighed (if a proposed conditional use compares favorably to the review criteria, the use is generally approved). But because the Planning Commission and City Council could add to the list of review criteria that staff might recommend, we won't know the full scope of our review until the final decision on the zoning amendment. By the same token, an application for approval of a conditional use would have to include a detailed, final site plan, and T4C wouldn't necessarily know what kind of proposal Roseville is most likely to approve until the conclusion of the current process. So I wouldn't necessarily recommend taking on the expense of having the detailed plan prepared until you can be more certain of its approval. I hope that helps.
