From the most basic, practical standpoint, we couldn't bring a <br />conditional use application to the Planning Commission on March 3rd because of the State- <br />required notification process; the best we could do at this point would be to get the new <br />application on the Planning Commission's April 4th meeting agenda. <br />If T4C's use is ultimately approved as a conditional use, staff will have a list of several <br />criteria against which a specific proposal would be weighed (if a proposed conditional use <br />compares favorably to the review criteria, the use is generally approved). But because the <br />Planning Commission and City Council could add to the list of review criteria that staff <br />might recommend, we won't know the full scope of our review until the final decision on the <br />zoning amendment. By the same token, an application for approval of a conditional use would <br />have to include a detailed, final site plan, and T4C wouldn't necessarily know what kind of <br />proposal Roseville is most likely to approve until the conclusion of the current process. So <br />I wouldn't necessarily recommend taking on the expense of having the detailed plan prepared <br />until you can be more certain of its approval. <br />I hope that helps. <br />
