This
would mean that the City is only thinking about whether a church should be allowed and, if
so, whether it's a"permitted" use or a"conditional" use. It would also mean that if a text
amendment is approved to allow churches as "conditional" uses, T4C would need to submit
another, future application for approval of a specific church development.
Or is T4C expecting, instead, that Roseville is not only answering the question of whether a
church can be allowed in the B-3 District but is also potentially approving a specific
development proposal for T4C? I suspect that this is not T4C's expectation because the site
plan you've submitted is labeled as a"preliminary site study" rather than as a detailed
construction plan. If T4C is expecting the potential approval of a specific development plan,
however, I would be sure that the public notice reflects the full scope of what is being
considered, and I would need more definite, detailed plans about the proposed church
facility. But, again, I'm guessing that T4C wants Roseville to decide whether the Denny
Hecker site is viable before the church spends the money to develop more formal plans.
Please call or email me at your earliest convenience to let me know T4C's expectation about
the current applicant ... or to get some more clarification of my questions first.
