This designation might be considered a spot-zoning overlay <br />responding to-- and intended to better regulate-- existing campus-type use patterns for school, <br />civic, social, and possibly religious uses. <br />In being applied to churches, this would mark a significant change in the zoning model where <br />church use has traditionally be broadcast around the city within smaller, neighborhood-centered <br />churches located within the residential areas they serve. The growing contemporary model of <br />regional scale churches based on size and differentiating aspects, such as the ethnic focus of <br />T4C, seems to be more appropriate to the Regional Business (RB) areas shown in the <br />Comprehensive Plan with proximity and identity to major arterial access, rather than funneling <br />this traffic into and through residential neighborhoods. <br />It also should be noted that current land use planning relating to churches must be directed by <br />federal regulation respecting the Religious Land Use & Institutionalized Person Act (RLUIPA)]. <br />Mr. Thomas Paschke, Page 8 of 8 <br />
