We really do understand the dilemma faced by your <br />planning staff and the city, and we certainly don't consider you the bad guy. In fact, we <br />see you as a dedicated city planner and I can tell you that on a number of occasions we have <br />commented amongst ourselves on your ability to clearly communicate the issues both in writing <br />and orally. <br />Taking a step back, I do feel that there must be a way for us to work together to allow our <br />use of this site. With all the issues discussed, including taxation, regional nature traffic <br />and accessibility, similarity to other permitted B-3 and regional uses, the RLUIPA, Imagine <br />Roseville 2025, the business outlook for automotive and related uses, and probable <br />unintentional oversight of religious land use in the Comp Plan, it seems to just make common <br />sense to either change the interpretation of the Comp Plan or revise the plan itself. What <br />concerns me, as is the case with many changes of this type and magnitude, is the potential <br />time required to consider, debate, gain consensus, and ultimately enact the changes, and <br />whether the church would stand to lose the site to another bidder during this process, as has <br />been suggested by the seller. Of course, the existing churches and schools will still be located where they <br />are - surrounded by residential uses, but those institutional properties are no longer guided <br />by the Comp Plan for "residential" uses. The attached PDF is an excerpt of a draft of the <br />proposed Residential Districts of the zoning code update - the excerpt isn't from the most <br />current draft, but I could only get my hands on my "working copy" for the time being. <br />
