Each parcel of land is <br />a city receives a zoning designation that is depicted on the zoning map. All existing and new development <br />in the city must be consistent with the requirements of its zoning designation. These requirements range <br />from the rypes of development allowed on a properry to building setbacks from the street and adjacent <br />properties to the amount of parking required on a site. <br />Why is the City rewriting the Zoning Code now? <br />Roseville is embarking on a zoning code rewriting process at this time for two primary reasons—the 2030 <br />Comprehensive Plan was recently adopted and the existing zoning code is outdated. <br />1. Update to the Comprehensive Plan: The City adopted its 2030 Comprehensive Plan on October 26, <br />2009, which is triggering the City to review its "official controls>" including its Zoning Code. By State <br />law, official controls cannot conflict with the Comprehensive Plan and the State allows cities up to nine <br />months to update their controls ro conform with their plans. <br />2. Out-of-Date Code: Unlike comprehensive plans, zoning codes are rarely rewritten in full. Roseville has <br />never completely updated its zoning code since its adoption in 1959. Much has changed in Roseville over <br />the last five decades. In 1959, Roseville was still a village on the edge of St. Paul and Minneapolis with <br />significant room to grow. Today, the city an inner-ring suburb that is part of a large metropolitan area. <br />Since its initial adoption, the code has been amended innumerable times and has grown very difficult for <br />residents and policy makers to utilize and for staff to administer. <br />Zoning Updating Process <br />The process began in late 2009 with the hiring of Cuningham Group Architecture, P.A. to lead a joint <br />consultant-City staff team to undertake the rewriting process. The team has identified issues with the <br />existing code, determined the appropriate zoning districts, and have begun drafting regulations for each <br />district. During each step, the team tried to garner input by hosting communiry open houses and bringing <br />recommendations to the Planning Commission to obtain member input. A third open house is planned <br />for summer 2010. <br />Upon completion of the draft chapters, each chapter must go through a formal adoption process, which <br />includes a public hearing at the Planning Commission and approval from the Ciry Council. The public <br />hearing for the Residential Chapter will be held on June 2, 2010.
