'�1 <br />April 8, 2010 <br />j�;� <br />.� <br />North Como Presbyterian Church <br />Attn: Kimberley Spear and Sue �ickers <br />965 Larpenteur Avenue <br />Roseville, MN 55113 <br />RE: Community Gardens <br />Dear Ms. Spear and Ms. Rickers, <br />� <br />The North Como Presbyterian Church property is zoned R-1 Single-Family Residence District. <br />Although the R-1 zoning district does regulate churches as conditional uses, it does not regulate <br />gardens, so North Como Presbyterian Church would not be required to seek conditional approval <br />of the proposed "community garden" use. There are also no required property line setbacks <br />pertaining to garden uses. <br />Preliminary plans of the proposed community garden which I have seen included a composting <br />area; City Code requirements for composting are as follows: <br />409.01: De�nitions <br />Cotv1POST[NG: a microbial process that converts plant materials to a usable organic soil <br />amendment or mulch. <br />409.02: Applicability <br />Rules set forward in Chapter 409 are applicable only to parcels designated R-1 <br />Single-Family Residential under Chapter 1004. <br />409.03: Compost Containers <br />Composting shall be conducted within a composting area(s) or composting <br />container(s) not to exceed five feet in length, width, or height. Lots of up to ten <br />thousand square feet in area may have up to two composting areas or containers per <br />lot and lots greater than ten thousand square feet in area may have up to three <br />composting areas or containers per lot. Compost containers shall be constructed or <br />made of a durable material; including, but not limited to, sturdy woven wire fencing, <br />rot-resistant wood, or a commercially purchased composting unit that will provide for <br />adequate aeration.
