� <br />May 19, 2010 <br />Bill Malinen <br />Roseville City Manager <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />^ <br />Re: Petition to Appeal Planning Division's "Administrative Determination" on the <br />proposed use of North Como Presbyterian Church property." <br />Dear Mr. Malinen: <br />We are writing to you in response to a letter you received dated April 26, 2010. <br />This letter concerned an appeal of the City Planning Division's administrative <br />determination on the proposed use of North Como Presbyterian Church (NCPC) <br />property. <br />Our church would like to start a community garden on our property. Earlier this <br />year we consulted with Roseville's Planning Division and were advised that no <br />conditional use permit would be required. Upon reviewing our plans the Planning <br />Division did require certain changes relating to the placement of tool sheds and <br />compost piles. We have incorporated these changes into our plans. The letter <br />from concerned neighbors you received earlier asserts that the City of Roseville <br />has erred in its administrative determination and urges the City to require that <br />NCPC apply for a conditional use permit. <br />We will do whatever the City of Roseville requires us to do. Your City Planning <br />Division is represented by responsive, knowledgeable staff, and we appreciate <br />the outstanding service provided. We defer to the City Planning Division as the <br />ultimate authority on ioning and property use requirements. It is totally <br />appropriate for Roseville (and surrounding community) citizens to have the right <br />to appeal this administrative determination and for the City to give their concerns <br />serious consideration. Hopefully, whatever decision is made by the City on this <br />matter is made because it is consistent with prior and future administrative <br />determinations involving similar circumstances. <br />Our garden plans were moving right along until we Iearned of this petition from <br />our immediate neighbors and the review it will receive at the May 24�h City <br />Council meeting. Even though not required to do so, we hosted two community <br />meetings on May 1 and May 2 at NCPC. Some of the most concerned <br />petitioners who signed the letter attended these meetings. Attendees had the <br />opportunity to learn more about the community garden project. Our neighbors <br />
