� � <br />2�3 6.2 Another church in a different part of Roseville has independently inquired about whether <br />2�4 vacant space on its lot may be used for a community garden. Planning Division staff <br />2�5 informed the pastor of that church that the zoning code doesn't regulate such uses, but <br />2�s advised waiting to implement a community garden until the City Council has acted on the <br />2�7 current appeal. <br />2�a 6.3 Finally, while the proposed community garden has been, and must be, evaluated in the <br />2�Q context of the current zoning regulations, consideration of the ongoing zoning code <br />28c update is also important. Drafts of zoning district regulations dating back to January, <br />28 � prior to City staff's awareness of North Como Presbyterian Church's proposal, have <br />2s2 identified community gardens as permitted uses on institutional properties, and the draft <br />2�.s definition of a community garden is, interestingly, the same as is utilized by the City of <br />2sa Cleveland, Ohio; to wit: <br />285 An area of land managed and maintained by a group of individuals to grow and harvest food crops <br />286 and/or non-food, ornamental crops, such as flowers, for personal or group use, consumption or <br />287 donation. Community gardens may be divided into separate plots for cultivation by one or more <br />288 individuals or may be farmed collectively by members of the group and may include common areas <br />289 maintained and used by group members. <br />290 Of course, these are only draft ordinances which have not been approved, but they serve <br />29 � to indicate that City staff has been considering the role of community gardens and how <br />2s2 they may be more formally incorporated into Roseville's zoning regulations. <br />293 %.� RECOMMENDED ACTION <br />294 After considering the rationale for Planning Division staff s interpretation of the zoning <br />2s5 code as well as the appeal, the City Council is tasked with determining whether Planning <br />296 Division staff properly interpreted the intent of the zoning code. If the City Council <br />2s� believes that Planning Division staff erred in its administration of the zoning code, the <br />2s8 Council should also discuss and determine: <br />299 a. Whether a community garden may be allowed in the R-1 district; and, if so <br />soo b.
