I understand that you are interested in moving <br />forward as quickly as possible, and the remainder of the content in this letter is meant to provide <br />some guidance as you proceed. <br />Don Munson, Roseville's Building Official, points out that plans must be submitted so that the <br />required permits can be issued for the following improvements: <br />• construction the exterior fence(s) around the dog recreation area and the dumpster <br />• construction of the rain garden <br />• any interior/exterior building remodeling/construction <br />• interior walls <br />• interior plumbing, interior heating equipment, and/or electrical work (plans are not <br />required for these permits) <br />If you or your contractor(s) have any questions about these requirements, you would do well to <br />contact Don directly at 651-792-7081. Don also mentions that a SAC determination is required <br />from Metropolitan Council; for more information about that, you can call Kelly Barnebey, SAC <br />Assistant, at 651-602-1421. <br />Although it appears that a permit is required for the installation of the rain garden, Deb Bloom, <br />Roseville's City Engineer, will be the one to review and approve its design. In addition to the <br />specifications for the rain garden itself, your rain garden plan should include any curbing or other <br />edging around the outdoor recreation area that will ensure that none of the water from a <br />cleansing rinse of the play area has an outlet other than the rain garden. Although planting within <br />the rain garden can wait until next spring, when the weather is appropriate, the rain garden <br />should be excavated so that it can be functioning whenever you're able to rinse the yard. Please <br />complete the rain garden planting according to the approved plan by July 1, 2011 and call Dean <br />Findell, Engineering Project Coordinator (651-792-7046), for a final inspection. <br />After the approval of the interim use, the question remained open as to whether a City license is <br />required for the dog day care/boarding business. Roseville's City Attorney has advised us that <br />the City Code requires a dog day care/boarding use to operate under the Dog Kennel License, <br />even the use may not be a kennel, per se.
