The code designates this district for general retail uses in <br />individual buildings or strip centers along state or county roads (Sections 1005.05). Attachment D <br />is Section 1005.015 of the City Code that lists the pernutted, accessory, and conditional uses by <br />business zoning district. <br />6.3 Planning Division staff supports the rezoning of this property and B-3 is the appropriate zoning <br />district for this property. This designation will make this parcel consistent with those to its north, <br />thus creating a coordinated redevelopment opportunity. <br />6.4 As the City is compelled by State law to have consistency between zoning and its Comprehensive <br />Plan, the City must rezone this property to a district compatible with the future land use designation <br />or amend its Comprehensive Plan to guide this property for low-density residential uses. The long- <br />term viability of single-family residential along this segment of Rice Street is limited due to its <br />traf�ic volumes. Both the adopted Comprehensive Plan and the preliminarily approved 2030 <br />Comprehensive Plan designate this area for some type of business use in the future. <br />6.5 The City is commencing a Zoning Update in October 2009. Upon adoption of the 2030 <br />Comprehensive Plan, the City will be moving forward with a parcel-by-parcel rezoning to make the <br />zoning designations consistent with the Comprehensive Plan. As part of this process, the subject <br />property will be rezoned to an appropriate business zoning district. Staffanticipates that this <br />rezoning will not occur for six to nine months. The applicant has stated that the split zoning of their <br />redevelopment area is a hindrance to their marketing efforts.
