If you look at it, it is easy to see that something odd happened when they added some
patches of parking on the south side, when they have a large lot on the north side. This
is the city's chance to move forward the development of the intersection, bringing the
property into compliance and taking Autumn Street out of play. As you say in your review
document, ideally this would be done in concert with the building to the North (1110
Roselawn), which tends to suggests that you would contemplate that all traffic in this
business district should come from Lexington and Roselawn only (as with the large PUD
across the street).
I apologize if I went on a bit on the phone--you gave every appearance of being very good
at listening to concerned neighbors, so thank you. I would much prefer that this get
resolvd satisfactorily at an early stage. In the neighborhood many would be happy if
there were a coffee shop or deli of a Class I Restaurant nature. But a B-lb zone includes
so much more (including Class II Fast Food with Drive Through by a CUP) that would be
inappropriate for this border property, we may have to oppose the rezoning to prevent the
more damaging possibilities that may emerge if this business fails. As residents, we must
play for the long-term result that can happen if the camel's nose allows a change to B1-B.
If the city takes Autumn Street and the south side lot, with its haphazard "parking lot",
completely out of play for the future--screening the property and making all traffic to
the business use Lexington as its address and primary, large parking lot anticipates, then
I think our opposition will melt away.
Thanks for your time working on this matter.
yours,
Patrick
Dr. Patrick Schmidt
Department of Political Science
Macalester College
1600 Grand Avenue
St. Paul, MN 55105 USA
tel: 651.696.6147, fax: 651.696.6758
schmidtp at macalester.edu
