The City Council may amend the official zoning map upon a <br />majority vote of all members of the City CounciL (Ord. 1255, 11-26-2001) <br />Application: Property Certificate: Any person owning real estate in the city may file an application with <br />the City Manager in the form of a written request or petition to rezone petitioner's real estate or such real <br />estate abutting thereto. The application shall be accompanied by an abstractor's certified property <br />certificate showing the property owners within 500 feet of the outer boundaries of the land proposed to <br />be rezoned. The City Manager shall refer such written application together with abstractor's certified <br />property certificate to the City CounciL (Ord. 1357, 1-14-2008) <br />Referral to Planning Commission: If the application is in the form of a petition and contains the <br />signatures of 50% of the property owners abutting the land affected, the City Council shall refer the <br />application and related information to the planning commission. Any other application may be referred <br />by the City Council to the Planning Commission or returned to the applicant. The City Council may, of <br />its own motion, initiate the request for rezoning and refer the same to the Planning Commission. (Ord. <br />727, 4-29-1974) <br />. 1359, 1-28-2008) (Ord. 1362, 3-28-2008) <br />1016.02: OPEN HOUSE: <br />Prior to submitting an application for approval of an amendment to the official zoning map (i.e., rezoning a <br />property) an applicant shall hold an open house meeting with residents and property owners in the vicinity of <br />the project location. <br />A. Purpose: To provide a convenient forum for engaging community members in the development process, <br />to describe the proposal in detail, and to answer questions and solicit feedback. <br />B. Timing: The open house shall be held not more than 30 days prior to the submission of a rezoning <br />application and shall be held on a weekday evening beginning between 6:00 p.m. and 7:00 p.m. and <br />ending by 10:00 p.m. <br />C. Location: The open house shall be held at a location in or near the neighborhood affected by the <br />proposed rezoning, and (in the case of a development near Roseville's boundaries) preferably in <br />Roseville. In the event that such a meeting space is not available the applicant shall arrange for the <br />meeting to be held at the City Hall Campus. <br />D. Invitations: The applicant shall prepare a printed invitation indentifying the date, time, place, and purpose <br />of the open house and shall mail the invitation to the recipients in a list prepared and provided in <br />electronic format by Community Development Department staff. The recipients will include property <br />owners within 500 feet of the project property, members of the Planning Commission and City Council, <br />and other community members that have registered to receive the invitations. <br />'� -.', <br />
